Alright, I can't resist :-)
There will *never* be such a determined plan because few if any at all of
the member states would see it as in their interest to bring about such a
situation. I think we may agree on this and that therefore also agree that
any such wish can never become reality.
Individuals are, of course, free to make their own arrangements as they may
require. Perhaps that is how it should be.
