I see two possibilities only.

1) The sky is about to fall in and the brave people of the Home 
Office have put on their white hats and are riding into the sunset 
against the dangerous subversives in places like ukcrypto to get the 
necessary laws in place before the sky falls in.

2) Officials will always gather to themselves and their supposed 
masters as many powers as possible, you never know when they 
might be useful.
