Why "carnivore" type systems can't be (entirely) open source

Or they could just pull the batteries out (assuming they have removable
batteries and are not going for a Palm V style fixed battery).

Or a hardware modification could be made to place a simple electrical
switch in-between the microphone and the circuitry that uses the
microphone. This would have the advantage that you could still hear the
bleepy-blippy ring tone tune at full volume.
