I propose that the chips be embedded in the buttocks.  This location has
a lot of advantages:

1) There's plenty of space for a chip without it causing problems.
2) Chip readers could be built into chairs, for easy and socially
acceptable scanning.
3) Everyone has buttocks --- compare people born without hands, for
instance.
4) Anyone who loses their buttocks in an accident is rather unlikely to
survive --- compare people losing limbs in accidents.
5) Everyone would be a smart arse.
