I don't think anyone doubts that they could create a secure operating
system. (I wouldn't be surprised if they already have half a dozen, if
only as training exercises or proofs of concept)) The difficulty is
creating a secure operating system that is invisibly compatible with
what they already have.  Such things are best done from scratch.
