Is the DVD license agreement a restraint on free trade? Without signing it,
a given manufacturer's DVD player shouldn't be able to play CSS-protected
discs (oooops).

One of the objectives of the Digital Rectal Thermometer Act (Ron Rivest's name 
for the SSSCA) was to remove other cartel-type worries for compliant manufacturers.
