Presumably have ignored them many times too :+)
I would be astonished to find out that the problems were not political;
there are no technical or procedural holes in PGP that a custom gateway app
couldn't fix (for example only allowing inbound or outbound to keys signed
by the captain or HQ, stripping off any extra headers for non-authorized
keys, and sufficent local storage to hold the Public keyrings (and act as a
keyserver to the rest of the ship))
It could also automagically wrap and unwrap *plaintext* email with a
standardized key to provide a secure virtual email system without explicit
support on the client.
