I thought an absolute principle in the spook community was to have code
names that were utterly unrelated to the thing they stand for, to
prevent intelligence being gathers based solely on the name.  If NCIS
want a ``Trawler'', do we presume it was just the next word on the list
of covernames, or do we presume they want to Trawl for Intelligence?  My
money's on the latter.
