Just to add to your timeline of who said what, it was a Cyber-Rights
& Cyber-Liberties (UK) letter (paragraph 22 & 23 and annex Paragraph
7.7 – Legislative Issues) to the Prime Minister in relation to the
Cabinet Office report on encryption and law enforcement that pointed
out the problem of burden of proof on June 15, 1999.

but the Prime Minister nor his office ever replied to this letter to
date.
