I may be wrong, but I don't think this helps. A DSS public key requires
a prime, p, a base g which is derived by a complex relationship, q which
is a factor of p-1 and y which is g^x mod p. X, the private key, is a
random number less than q.
El Gamal encryption requires a prime p, an arbitrary g, a y=3Dg^x mod p.
X, the private key, is a random number less than p.
Why can't I just use my DSS keys as El Gamal keys?
