They're superbly advised, if the purpose is to maintain traffic scanning
powers of Echelon and suchlike.  The main effect of the uncertainly
surrounding crypto's legal position is to stop people from using it.
That suits the government's purposes very well, if you assume (rightly,
in my view) that government crypto policy is set by our friends in the
West Country.
