Right, the owner of a "zombie" machine stuffed with BO2K is really going to
have the encryption key.

Another thought - what about corporate keys in repositories in other
countries like the US ?

Finally, assuming the "plain text" is OK, what proof is there that the
plain text came from this message ?

Can just immediately think of too many cases where a "chain of evidence"
would be unprovable since it would rely on trusting the accused or keys
that were not in the UK.

Still, they will probably try...
