They never wanted that when they published the RIP Bill without any 
consultation and at the time the Home Office said that as Part III was 
discussed in the previous Electronic Communications Bill, and Part I 
in the IOCA Consultation, there was no need for further consultation. 
Well the long list of amendments and the ongoing debate proved that 
the Home Office was simply wrong.
