There is a note on the implications of the export licensing of
intangibles as proposed by the EU at:

The UK universities' Committee of Vice Chancellors and Principals
was rather alarmed at the proposals last time round. We lobbied
the DTI but they did not want to listen; pushing through some
means of stopping people like me putting crypto source code on
our web pages appeared to be the number one priority.
The implications for foreign students and even for undergraduate
teaching are disturbing.
I suppose this will be yet another EU regulation which the other
member states will ignore completely, but which our own
bureaucrats will administer with a vicious glee which will do
grave harm to vital UK interests.
