My apologies. Of course you're right, this is the point the HO doesn't
quite seem to grasp -- a glaring and obvious error on my part.  A head
full of cold and hayfever, I'm afraid.

The very reason why we are all so concerned that the HO's efforts to
protect seized keys seem to boil down to "Trust us" is because it
ain't necessarily the Bad People who will have their keys seized, so
much as those receiving email therefrom...

And as many of us keep repeating, because of the way that most
available public key crypto works, it will nearly always be the
innocent correspondents of those under investigation that are forced
to
decrypt. So, it will be rare for the bad guys' keys to be seized, but
not for the good guys' keys.
