What does "non-techy" mean, exactly?
O'Reilly's computer security stuff is pretty good, and some
of it is explicitly addressed at non-techies - see http://security.oreilly.com/
ISTR that the least technical security books are quite old, though.

to his courses at Cambridge. The recommended books for those would
be worth a look.
