GTAC and comms data (Jack Straw letter)

Jack Straw's letter to the FT (14/6/00) includes the statement that: "The
Government Technical Assistance Centre will handle material intercepted under
warrant. It will not be used to access communications data.".

OK.  So why include comms data in the Bill in the first place? And how does this
fit in with the various government departments (not GTAC) who could, and doubtless
would, under RIP have access to comms data without a warrant?
