He's promised them by the end of the month:
"Lord Bassam of Brighton: I understand that we shall be able to publish
a draft form of the code by the end of the month. "
But we should be clear that the contents of the CoP do not appear on the
face of the Bill, and therefore can't be "voted upon" in this context.
Nevertheless, sight of them will increase confidence all round - if they
say the "right things".
