"the assumption" is not based on particularly on RIP and not at all on
the amendment I think you are referring to. It's simple telecoms
definitions which declare that all things connected to telcoms system
immediately form part of that system. Don't get confused by the BT
white-box NTE (aka NTP), which is a rather different issue.
