Nigel deserves the credit for initiating official participation in a
mailing list on government policy issues, an initiative followed later by
the Home Office in their more formal responses.  I think these steps will
in time be seen as highly significant for the development of participatory
democracy in an electronic age; and we will all be able say that we were
there to see it.

I join the others who have sent Nigel good wishes in his new task.
