 Really, I wouldn't take such small offshore facilities seriously.
 There are all sorts of problems keeping them supplied and maintained
 if nearby mainland ports won't co-operate, or even stopping nearby
 mainland powers seizing them by pure piracy and daring anyone to
 gainsay them.  And where do they get their comms from?  it can be
 blocked, logged, or broken into as soon as it hits the mainland.

 A better idea is a series of free countries which keep comms between
 them batched and encrypted.  All plod knows is that you are 
 communicating with the entry and exit points.
