Are you really sure that this is accepted by the Home Office? I agree it
should be so.

Yes, as long as no-one is arguing that the web server is then
"transmitting" it to the individual scripts which comprise each page of
the web site - at which point enough of the url to define the page is
comms data; but I still can't see how anyone could successfully argue
that parameters for a page are anything but content.
