Equally, if there really was a reason that the Jack Straw needed to
get somewhere that fast (which is not impossible, I guess), is it not
usual for a police escort to be given to vehicles that need to break
the speed limit?  For example, if a private car is being used as an
ambulance and speeding then the cops that pick up the driver will
usually escort the car, at speed to the nearest A&E...
