Why not PGP (or AES, or whatever is appropriate) on a palmtop?
You talk of a "hand" cipher -- even if one had to manually transcribe the
individual ascii-armour letters from Morse from the comms channel, doing
the encryption on the palmtop would be faster than doing Playfair on the
back of a napkin.
