I certainly did see cafes with floppies as they allow people bringing 
their disks as they offer paid printing services. So I have not seen 
those odd ones without a floppy.

Carrying information which is not deemed illegal is not a crime, i.e. 
you can carry the Anarchist Handbook in your floppy while you cannot 
carry (or possess) child pornography.

God knows but I think they are not very much impressed with the 
widespread use of new technologies such as the Internet and mobile 
phones. Who knows what they think of WAP enabled mobile phones?
