Potentially, yes.

The reason for this potential is sloppy system security. At one time 
there were not even usernames and passwords govorning access to 
some computer systems, just dial the number.

The way to improve security is widespread deploymant of 
encryption, tied in with other methods. Unfortunately "the authorities" 
seem incapable of grasping this. As long as they remain incapable 
the problems will persist.
