Its the automatic speeding detection cameras widely used in the UK. They
take two pictures of you going too fast for the speed limit in that area
(one would show the speed - via radar, but when two are used they can also
conclusive prove how far you moved in the few seconds between the two
pictures and therefore calculate the speed as well).
Anyway the pictures are now mainly transmitted by ISDN (as opposed to film,
which runs out) to the local center for processing, In the next few days the
'owner' of the the car of sent a fixed penalty summons and automatically has
their licence endorsed.
If the owner was not driving its up to them to inform the police of the
driver at the time. Its a rear view thats taken so any 'flash' of the camera
will not dis-orientate the driver and cause an accident. Newer models are on
the way that take a front view without the flash and can identify the driver
in cases of dispute.
