Given the Government's political stance on any forms of protest and
demonstration (eg Reclaim the Streets, pro-Tibet protesters when the
Chinese leader came to visit... etc), I would have thought this quite
likely.

It seems that just about any public gathering of a number of people
can be considered a crime under the Criminal Justice Act 1994(?) if it
is politically preferable to do so and the proposals for the Terrorism
Bill certainly don't seem to want to reverse that trend (though I get
the feeling I am moving further and further off topic here...  :o)
