The suggestion was that having your key GAKed was a "serious" issue for
the GAKee. I was trying to explore whether society agreed, by looking at
the penalty that might be imposed if an-other illegally acquired your
key, and whether the penalty for that was in the category of "serious
crime" within the Bill.
