The only clause to commence on Royal Assent is the definition one
(83?)  It's Jack Straw's call when each bit is implemented.  He can't
really do much until there are cast iron Codes of Practice for some of
the clauses, but he's gonna have to implement some of it
simultaneously with the HRA going live on 2000-10-02 or, I guess, that
interceptions would not be allowed to continue until bits of the RIP
Act (as it will be by then  :o(   ) go live.

I don't think Rt Hon Mr Straw is gonna open himself up to an HRA
challenge of IoCA with RIP on the statute book...
