 I think the nightmare scenario with this insane bill is that they stop 
 and meet the obvious objections i.e. pay the whole cost of snooping,
 have oversight authorities, etcetera.

 There is still a total intercept capability presumably heavily 
 promoted by the FBI and CIA as a way of piloting police-state 
 methods they will later import to America "since the others
 are doing it."

 People still shift servers abroad as a result.

 Adverts still say "full security guarantee against interception, 
 including security and disclosure of state interception. Do not
 risk your money or card number is any country which does less."
