A5 Papers

I have just checked on our "IEL" a CD ROM based library of all IEE and IEEE
journals, conferences, etc.
The Colloquium took place as advertised on 03.06.94 and S J Shepherd
presented a paper "Public key stream ciphers", which had more to do with
Quadratic Residue Ciphers than GSM.
The two requested papers were not apparent in either the contents or printed
abstracts.  Nor could I find reference to any other publication by S J
Shepherd under the auspices of IEE or IEEE.
There were several well known academics chairing and presenting at this
Colloquium, it's possible they might have a memory or record of the
requested papers.  I suspect though, that the publication reference is in
error.
I'm a little confused by the marking "COMMERCIAL-IN-CONFIDENCE" applied to
both of these papers.  It seems a bit odd to me to publish something and
then try to retain control over its distribution; especially as the IEE
demand assignment of copyright for all of their publications, including
conferences and Colloquia.
