It is possible that the use of MS word is combination of factors. Widely
used internally by the UK Civil Service as a result of purchasing lowest
priced bundles for desktop machines it is seen as a 'standard' package.

There is also a mistaken belief that the format and content cannot be
changed.

I would prefer '.pdf' as it has reasonable cross-platform accessibility;
however for Internet publishing I think HTML should have been the been
the obvious choice.

Following the discussion on key-escrow and e-commerce through the list
there is an overwhelming impression that the senior levels of the civil
service have little or no concept of the Internet and are rather in the
position of the World War I generals in that they know what they want to
do but are using concepts and strategies that haven't caught up with the
technological change.
