As I run Linux, it is rather annoying when people publish material in
Word format.  PDF format is not really a major problem although
documents can be unnecessarily big.

At the same time, I think that we have to avoid antagonising people, in
order to stand the maximum chance of influencing policy.  It is fine to
point out, politely, that proprietary formats inconvenience a lot of
people.  When this issue becomes so important that it puts government
people off participating in the debate, we are reducing our influence.
