Not quite right. He said in Oct 1997 that he wants 25% of business TO BE
POSSIBLE electronically by 2002. The Modernising Government white paper,
published in March 1999, developed the targets so now it is "50% of dealings
SHOULD BE CAPABLE of electronic delivery by 2005 and 100% by 2008". The
White Paper's available on-line and you'll find analysis of  Cabinet
Office's Central
