 I sat in a pub with a middle-ranking DTI person who assured me the
 absolute certain result of this was that their amount of electronic
 transactions would be, modestly, 1.5% short of that figure on paper
 by the due date.  Many things might happen in the real world, but
 that is what the documents would say......
