I think you're absolutely correct. Similarly the Net is a govt/non-govt
issue. Govt is about power and when we the people have the ability to
freely publish all our thoughts to the entire world that increases our
power and decreases the power of govt. Likewise when we can communicate
privately that increases our power and decreases that of govt.
