Court of Star Chamber (was: Is the Home Office right ?)

RE Caspars Star Chamber!



This reminds me of my old Student days Studying the English Legal History,
where someone who refused to plead to their case, was then examined to see
whether they were "Mute of Malice" or "Mute by act of God"(any)! If the
former then the rack could be used and if the later then not guilty was
presumed (all from a very hazy memory so if not exactly right I apologise,
but you get the gist).

Does the home office intend to bring the Tower and the rack back into
service? ;)
