Stand might be quite good at this. If 600-odd people contact their MPs
to complain about the bill, it should be possible somehow to monitor the
feedback and spot those members who appear to be really interested, 
rather than just trying to get the complainants out of their surgeries
with whatever placebo comes to hand :-)
