Yet another vanishing government URL

CITU appears to have removed from its website the green paper on
`government.direct' of two years ago, plus the consultation
responses.

As I recall, this was the proposal to link up all government
systems and then let us get smartcard access via ATM-like
machines in post office. Of course, the linking was objectionable
from the data protection viewpoint, and the smartcards could have
been developed into ID cards.

Their new page http://www.citu.gov.uk/publications/index.htm has
no publications earlier than November 1998. The green paper page
used to be http://www.open.gov.uk/citu/gdirect/greenpaper/ and
below

Presumably the intention is to stop people easily comparing the
1997 green paper with the 1999 white paper
