As explained on http://www.five.org.uk/security/mi5org/mi5org.htm
"The ruling by the European Commission on Human Rights that MI5 surveillance
of Harriet Harman and Patricia Hewitt, former Legal Officer and General
Secretary of NCCL/Liberty, was in breach of the European Convention on Human
Rights, led to the Security Service Act 1989, which recognised MI5 for the
first time."
