The quasi-replacement for Michael Wills is apparently Patricia Hewitt who 
has abandoned half-way through the task of seeing through important 
Treasury legislation in relation to the regulation of Financial Services 
in order to see through the E-Commerce legislation.  She would not be a 
direct replacement for Michael Wills (there are now fewer DTI ministers I 
think) but is more senior.
