A GCHQ demon seems to have removed the important word "not" from paragraph 
6 of my posting to this strand.

The sentence .... " The major original investigations of Sigint and Echelon 
in the last ten years have suggested that word-spotting in voice channels 
is part of Echelon.  The opposite is reported. ... "

should read .... " The major original investigations of Sigint and Echelon 
in the last ten years have NOT suggested that word-spotting in voice 
channels is part of Echelon.  The opposite is reported. ... "
