If the Bill does pass into law then you could make a killing as a forensic
cryptologist acting for the defence in cases where OTP's were alleged to
have been used.
It might be a little more difficult to judge whether you should use whimsy
or play it straight when devising other "cracked" OTP keys that you could
apply against the "encrypted" text to render it into "accessible form".
I should have thought that any good defence team with the necessary
technical back-up would would quickly dispose of the sort of planted
evidence that you describe?
