I wish folks would refrain from the passing of digital signature laws until 
the dust settles.  It is now clear to some of us that the original idea of a 
(name,key) certificate is seriously flawed -- a product of analogies and 
experiences that do not scale to the Internet.  As a result, we are 
redefining certificates and defining how they are to be used.  Current 
attempts to legislate, at least in the US, have led to security flaws and 
engineering problems -- and run a serious risk of getting in the way of real 
solutions as we design them.
