Put together outline crypto article & cartoon? (was: whatever...)

I have a tentative possibility for an intelligent tabloidy piece
about 900 words,  I did a rough--very rough--draft and was angling
for someone to do a better journalistic outline plus a couple of
cartoons to illustrate it;  one was "policy laundering", Bill puts
a sheet with a stars & stripes on it into a mangle which Tony pulls
out with a union jack on it.

However, people have left me dangling on both text and pictures
so I haven't made much progress.  Anyone want to risk some of
their time having a go?  ("Risk" because it's not guaranteed to 
get into the original market, or elsewhere, unless pitched very
carefully to the editors.  But I had in mind Big Issue first
conforming to their house style, if not try someone at New
Statesman via a colleague).

P.S. another idea I had was if anyone is prepared to "sweeten"
them with a bit of free consultancy;  set up PGP for their inhouse
computer people and show them the advantages of using it. If a 
number of fringe but important magazines like the above could be 
hooked on the usefulness of PGP for their internal privacy needs,
this would make them both more knowledgeable and well disposed
when reporting future privacy needs.  But it means someone needs
to give up time and effort in making such speculative offers....
