Nigel may well be right that the regulations are directly applicable, but I
am doubtful that even directly applicable EU regulations can create UK law
criminal offences - this would be done, I would expect, by implementing UK
regulations.  But this a fairly minor issue; more significant is the
freedom of governments within Wassenaar to form their own views about what
to license and on what conditions.  Here I thought there was room for
different views, and it may be that Ireland will take a different view from
that of the UK on its licensing regime.
