Talk about deja vu -- this reads just like the old US ITAR.  In the US at=20
least, we were able to laugh in ITAR's face, especially because of #2,=20
because it prevents people from earning their living when it comes to=20
crypto.  A consulting cryptanalyst is put out of business by #2.

In the US, that argument carried weight.  Does it outside the US?
