And states
"This OGEL is for use by anyone who wishes to export cryptographic systems for
use with personal computers or laptop computers from the United Kingdom
FOR THEIR OWN USE" (my emphasis)
So, it means that you can take a laptop abroad with a copy of PGP on it,
but you can't make that copy available to others.
