No.  The accompanying Explanatory Memorandum makes it clear:

"This OGEL is for use by anyone who wishes to export cryptographic systems for
use with personal computers or laptop computers from the United Kingdom for
their own use. ... The goods must accompany the user."

The OGEL does not permit transfer by email (which will only rarely be for
the sender's personal use anyway).
